Once you get a core 17 work unit your GPU utilization should go up to around 95-99%.
The newer drivers dont play nice with core 16 projects.
If you add a other 7850 it will run as another client. Like on my 690 below:
Even though it's really 2 680 cores SLI, folding@home runs one client on each GPU core, same thing would be applicable on 7850 CF.
Also, for your second issue, if you take a look a your config.xml file, if it is setup correctly you will see something similar to this:

I used the ocn team as a password in the example, you can make that whatever, the allowed IPs can also be specified as a range, ie 192.168.1.100-192.168.1.130, if you wanted.
