The only thing that comes close to what your looking for is a software that is included with some of the newer Asus Motherboards. But as far as I know there isn't anything that will tell you ideal specs for overclocking and do it for you.
I would check your Mobo's website, they're the only ones that might, and I say might offer something for you.

There are programs, but its much better to use the bios. Its not hard if you do some research. Your computer will run the overclock much better if it is done in the bios.

Use your bios to oc your cpu and there are plenty of programs out there to test to see if your oc is stable or overheating
Such as prime95 to check stability

And you should use ATItool to oc your video card

i have an asus a8n sli premium motherboard adn only things those nforce4 overclocking programs do give u a 20 % overclock. usually for me once i applied the overclock my system would entierly lock up. the processor i have is an athlon 64 3200+ and i got a better stable overclock goign into the bios i got it up to 2.9. honestly i have better luck within the bios, but that is just my preference
