I got a gaming pc core i7 3820 16gb 1600mhz ram and a gtx 760 what resolution can I stream at and will it b smooth

Nice download speed but I'm a bit worried about your upload speed. Try to stream from another computer and let a friend see if the quallity is enought because upload speed is the most important when streaming.

Upload speed seem rather terrible but I would test twitch.tv servers using xsplit to see how much you can get #1 from London server , #2 from Frankfurt #3 From Amsterdam as they're 3 best eu servers imo.

as others have stated your upload speed would the the limiting factor. your current bandwidth allows for ~375KiB/s and thats pushing it to be able to upload at 1080p. id be worry about your game lagging due to upstream bandwidth congestion.
