Unless apple buy parts of the whole of TSMC, they will not be able to manufacture their own chips any time soon. Not even in the next 10 years.
Just building a plant takes several years. Let alone learning, testing, bringing the R&D up to speed, getting the people they need who know how (as in taking them from samsung/arm/intel/tsmc for a large sum of money), and so on. This is a huge change for apple who don't really build anything.

So I don't believe this is an accurate rumor.
Apple might be able to afford building their own fab, but as said, they have not the slightest idea of running one. They might know what to manufacture as they do design most of their own chip which samsung and tsmc are building for them, but at the same way that foxconn are making the iphone (and Pegasus will make the cheaper one), apple aren't really manufacturing or know how to run a manufacturing line from zero.

This rumor is mostly because apple keep trying to get away from samsung, but as tsmc can't give apple what they want, and apple just don't have an alternative, they might be thinking of making their own fab. But I think this is just wishful thinking.
This rumor can also surface to try and give tsmc something to sweat over and push harder to give apple what they want and in the quantity and value of their choosing.

Apple can find a smaller chip supplier (or larger supplier looking to sell an older fab), buy a majority stake in the company, invest to modernize their process and increase capacity and they're set.

They don't need to start from scratch. This could also be a great opportunity to actually have a fab stateside like Samsung. It'd be great pr.
