Regarding Ivy Bridge temp, it really depends on the cooler that you have.

Ur radiator should be setup to pull in cool air from outside the case, so the only thing you would really be adding heat to is your graphics card, but that should also be drawing in fresh air from the side vent. I think you should be fine at 4.5. I think it will only raise your mobo temp and maybe 1-2º on your GPU. Go ahead and run at 4.2 for a while and see if your temps are marginally different.

Will you see a difference in gaming??? Depending on the game, you could lose a few fps, give or take. I just don't think you will see that much of a difference in temps by lowering your OC.

yes. with poorly threaded games but cpu extensive like starcraft 2, mmo's planetside 2 etc.

I had to mount my radiator on the front since I accidentally got high profile ram and the tubes kept pushing the ram sticks towards one side if i put it on the top, so not the best airflow in my case, but it works

What about for power supply

Try get an 80+ bronze power supply, or if you want to have even more efficient power go with a higher rated one (silver, gold) Seasonic make good power supplies if youre looking to get one, and considering youre only thinking of running one card, get just a 500 or 550w psu, 650w might be better for you though just in case you think about doing a dual graphics setup or something, but be sure to ask around. Some other people might have better knowledge about this than me.
