that power requirement is just a scare for those without a quality PSU. a 400W can power up a titan
none the less you have an AMD APU and all you want is 3d movies/tv shows you really dont need anything beyond what you have because the APU is more then capable of all that
if you are talking about 3d gaming then your CPU is a tad weak but if you insist on getting a GPU then i'd say a 7870
7850 if you don't want to use any molex to pci-e adapters.
I'm actually running a 7870 on an old HP machine with a 14a/250w unit and had to undervolt/clock to keep it running.
Runs fine now at 900/1200 undervolted to 1.10v, just a question of how long it will last.
Your NEO could handle a 7870, I'm just not a fan of adapters.

what he said. for watching movies etc... the APU is already overkill... and yes a "quality" 400w PSU can EASILY handle a single titan. never mind the less powerful hungry cards like a 7750
if you want to play games, the 7870 would match up decently. you don't really want to spend $ on older tech like the 6570 or 6670. definitely get a current gen vid card if you insist on buying 1.
That card is excellent for an HTPC and light gaming. It consumes less than 45w under 100% load! (Source)
3D Movies require a little more grunt than regular HD content and having an external GPU provides smooth playback, but you still shouldn't be having crashes/restarts with the iGPU.
As mentioned earlier, some troubleshooting is required to insure your rig is 100% stable, with or without a GPU.
That's one reason why I recommended the 7850, it's not much more than the 7770, but you get a HUGE bump in performance which means it'll last quite a bit longer before you'd need to really replace it. The 7750 is on the lower end of the spectrum when it comes to gaming most of the current games would play in the low to mid settings with that card all depending on the game.
silly me didnt take in the spec properly - just looked
