How about this mah brother
http://pcpartpicker.com/p/RqE8

CPU: AMD FX-8320 3.5GHz 8-Core Processor ($144.99 @ Amazon)
CPU Cooler: Xigmatek Dark Knight II SD1283 Night Hawk Edition 89.5 CFM CPU Cooler ($49.99 @ Newegg)
Motherboard: Gigabyte GA-990FXA-UD3 ATX AM3+ Motherboard ($126.98 @ SuperBiiz)
Memory: Kingston Black 8GB (2 x 4GB) DDR3-1600 Memory ($58.99 @ Newegg)
Total: $390.95

I even have a CPU cooler in there. For the ram, 1600MHz is usually enough, if you feel you need it faster, learn to overclock ram. This Kingston black edition stuff overclocks quite well.

For $400 that's pretty dang good. I was going to change the ram but that's actually the same price as entry level ddr3 1600 ram.
But if you're talking about gaming and still using the gts 450 you may be better putting some of that aside for a new(er) video card.
