I personally HAVE THIS SET-UP, 2500K @ 4.5GHz and SLI GTX 770's.
And to make sure I have enough power (safe then sorry) I run a 900-watt PSU for my set-up..

A good 650W unit will be able to deliver more than 650W on the 12V rail easily.

and unless you have such a set-up your opinion besides incorrect is invalid.
get the hardware and then try it out on a 650-watt PSU.
I promise not to laugh when your PSU takes your surrounding hardware out.

Just for a comparison, I have a 2600k (not overclocked) along with a 7850 and 7950, and on a full load it pulls 500W give or take a bit, but keep in mind that isn't overclocked.

Also keep in mind PSU efficiency, so it's probably actually taking around 400-430W from the PSU. I like to be safe though so I'd rather have a bigger PSU than a smaller one just to be safe.

We had a "heated discussion" earlier this week in the distributed computing section about this too, I'll see if I can find it.
