CPU Jumping up and down

Well I'm not reall sure what the hell is going on but my cpu has got a steady pattern of going up and down.
Ok i'll try and explain it and hopefully it'll make sense. When I open task manager and go on the process screen with no app's running it shows system idel @ 99% which is normal right? But at the bottom of task manager where it shows my cpu it jumps from 0% to 44% on and off like ablinking light.
anyone know what's going on?
its really affecting my system performance.

Time to check for malicious processes?

Click the Processes tab and verify the credibility of each operation...

didn't pick up any viru's on scan.....

Look through your processes and make sure there isn't anything that looks bad. Make sure your virus scanner is updated. Also, run get AdAware. If you still have the problem, run spybot search and destroy. They should get rid of bad stuff.

same thing. that utility is just the proggy that I used to get my screen shot. I only started it for the screens.
this even affects the way my mouse cursor goes accross the screen, ie. start stop effect like the blinking pattern i described like my cpu is doing

look at my first pic or do you mean on my process's screen cause nothing there jumps, everything stays at 0% except sys idle at 99%
