Simple. A reference GTX680 like my own GIgabyte reference card or my friends Zotac 4GB reference card is limited in terms of power when using a 1.212v BIOS.
Most games don't throttle but 3DMark 11 / Fire Strike throttles hard as hell with 132% power limit. Clocks on a 1300Mhz setpoint can drop as low as 1100Mhz in GT1/GT3 3DMark 11.
Also games like Far Cry 3, Metro Last Light and Crysis 3 will make it throttle when using Ultra + MSAA/SSAA settings.
I played Metro Last light on 1080p all settings max and 2x SSAA enabled (incl 2x SSAA Transparancy). Clocks at 1296Mhz core and 3333Mhz VRAM. Power limit 132%, 1.212v.
Clocks are quite unstable like this and it oftenly dropped to 1254Mhz or even lower due to hitting the power limit. The already barely playable 30-35FPS dropped even mroe then sometimes even hitting as low as 25FPS.
Now, this BIOS completely makes power throttling disappear and so my FPS was stable as a rock throughout Metro and clocks as well. Much more playable.
3DMark 11 scores increased roughly 15-17% ONLY because the clocks stayed in place during GT1/GT3 this time.
I run a mere $35 Gelid Icy Vision Rev 2 cooler on my card and it barely touches 55c load even with the hot weather we have right now so air coling is good enough for it
