how do i upgrade a motherboard? haswell or ivy bridge? operating system?

hey all, sorry if this is the wrong forum for this - please point out where i should post if so!

my cousin wants to build a computer, and i'm getting a little bored of my intel i5-3570+asrock h77pro4MVP combo, so i will sell that to him, and upgrade my own rig. here are my two questions:

should i build on haswell or remain in ivy bridge? i don't want to upgrade again in the near future, and i will overclock this time, so it's either a haswell 4570k + z87 or ivy 3570k + z77.

do i need to buy a new copy of the windows 7 OS if i upgrade my motherboard? or is the OS stored locally in my SSD, and i can change my mobo without having to deal with microsoft?

Is this an OEM version of Windows (legally can't be installed to a different computer) or a Retail version of Windows (install as many times as you want on any computer (but no more than two installations active ant any time)?

And even if it is a Retail version, your current installation will load all the wrong motherboard and chipset drivers for a new motherboard.
But, sometimes, that can be fixed.

it's OEM. is there no way around this? if i give the motherboard to my cousin, does he have to do anything before he installs HIS version of windows? (i.e. a clean install?)

It depends on your cousin's version of Windows. Refer to billbartuska's post above to answer your question. There are no legal ways around this. You could, of course, buy a retail copy of Windows 7 or Windows 8 and start fresh.

Legally, you can sell your copy to your brother with those parts. Microsoft support will sometimes help despite it being against their policy though.

AFAIK Windows 8 OEM license can be transfered.

And if you're building a new PC, obviously go Haswell.

k. then if i give my motherboard to my cousin, does that mean he gets the windows OS on it for free, provided that i buy a new one for my new motherboard? do i just have to clean my hard drive of the OS? does he need the windows CD to re-configure his clean HDD with the motherboard he's going to get from me?

Yes, you can give him the windows OS you currently use and purchase a new license for yourself. Yes, clean your hard drive of the OS and he will need the windows CD in order to install windows on his clean HDD.
