Switching ISPs?

I'm not sure this is the best place to ask this, but my searching of the forum didn't show any better spot. Anyway, here goes.

We've been using Time Warner for our phone/internet/TV, and until this year it hasn't been bad. Now, for the past month or 2, we have had severe problems with our phone connection. They've sent people up time and again, and replaced the modem 2-3 times, and the lines to the house, and done stuff on their end. We've even tried a new set of phones. Yet, NOTHING is being resolved, and we're quite fed up with it.

I want to see if switching ISPs could be an option, but I don't know a good way to find other ISPs in my area. At the very least, getting our phone service from someone else. Unfortunately, relying on a cell phone is not really an option. We have one, but we get no signal at our house, and from my googling, southeast Ohio is just absolute garbage for getting good cell coverage from any carrier. And we need SOMETHING in case there's an emergency.

Any advice?

If you want to see other ISP's around your area, here is a link to ISPs in Ohio

If they are really that bad and you cant get good services, I would consider changing but sadly companies like TWC plan this out and sometimes they are the only ISP you are going to get in your area, so you have no choice to stick with them

Since this is primarily for your phone. Do the other cell phone carriers, i.e. Verizon or AT&T provide any better coverage? You haven't said how your Internet connection is and since you called out your phone specifically the 2 services or even all three services phone, internet and tv could be affected.
