Games Stuttering with High FPS.

I think I may have found the issue to an extent. While playing LoL I get gigantic video stutter (while at 140+ fps) when I am watching a stream or youtube video on Chrome. So I figured it was hardware acceleration, and I believe this to be true, to an extent. If I use Palemoon (64 bit Firefox) I get much less stutter, but it is still worse than if I am not watching anything.

Another curious thing is if I put it in full screen mode I get no stutter either way. I'm wondering if there is some problem where League thinks it's running in the background. I'm not really sure, but this is driving me crazy, and as I have 3 monitors I hate doing anything in fullscreen because of it minimizing any time I click on another window.

So, my question is, is anyone else having this problem? If so, has anyone possibly fixed it or has any possible tips to fix it? I guess I can play in fullscreen til I get it fixed, but I would prefer to play it in borderless windowed like usual. I would like to add that I'm not exactly sure when this first started, but I think it was around a week - a few days ago.

I can't imagine why you'd ever need 140+ fps.

We could be much more helpful if you posted your system specs.

Whoops I thought I had it in my sig. I have a 2600k at 5ghz and a 7970 at 1250mhz. I have a 120hz 1440p monitor so the 140 helps, but honestly that was just letting you guys know that it's not an FPS issue. It's basically like a SEVERE microstutter issue. If I turn off streams and stuff I have no problem, but that is really annoying as I enjoy watching a lot of the pro players while I'm playing games myself.

It's an Overlord, but yeah basically the same thing.

Also internet wouldn't cause a video stutter issue.

I just figured you were playing LoL online and might be mistaking lag for video stuttering, considering you said it stops when you close out of streams....could be a bandwidth issue.

Are you using the latest AMD beta drivers? Does it do this for all games or just LoL?

I've got current drivers and what not and I've only tested LoL and Cube World and it does it in both games.

Also I've got a 50mbps connection and I actually get closer to 60 so it's not an internet issue either.

Have you disabled any power saving features in the BIOS?

Sometimes those can cause problems. Also, make sure to turn off all kinds of Adaptive V-Sync, or even V-Sync to begin with if you have that on.
