On most games, yes. Most games can't effectively use more than two cores, so you're comparing two Deneb cores to two Piledriver cores. Two Deneb cores at 3.9 = two Piledriver cores at 4.0.
If you were doing any kind of rendering or encoding, it would be a different story. Then you're using all eight cores on the 8350, and it would be essentially twice as fast as a 955 at 3.9 GHz.
This will change in the future. The next-gen consoles are based on eight-core AMD hardware, and when the games written for them get ported to PC, they're going to be optimized for eight threads. That means they will run better on 8350's and quad i7's with HT than any other mainstream CPU, although they will still probably run well enough on good quad-cores from either AMD or Intel.
