I have a radeon 7950 twin frozr iii and i get choppy fps in games i shouldn't be getting low fps on

so i bought this video card the march of this year and its been running everything fine

however recently i've been getting choppy fps in games where it shouldn't. i play planetside 2 with everything on high however when i run games like farcry 3 or Counter strike global offensive and other games my fps becomes choppy i even get choppy fps on games like OSU where its not demanding what-so-ever. i've tried re-installing older ati but nothing works so i'm at a lost right now and i dont know what to do

here are my pc specs

Specs
CPU: intel 3770k
Mobo: Maximus v Formula
GPU: MSI Radeon 7950 twin frozr iii (it has the 7970 pcb however)
RAM: Kingston HyperX Red 8gb (2x4)
CPU COOLER: Hyper 212
PSU: Antec High Current Gamer Series 750w

everything is running stock nothing is overclocked

Define choppy, is it actually skipping noticeably or is the FPS just low? And when it is "choppy", can you tell us the GPU/CPU usage along with ram usage? MSI afterburner has OnScreenDisplay that can tell you all that stuff in real time.

I find it extremely helpful in situations like this, you gotta start troubleshooting somewhere right?

If it is only specific games...can you try and reinstall them to see what happens?

Its your CPU, check your bios to make sure you turn off intel SPEEDSTEP and CE1. This way your cpu wont downclock itself to like 1.5ghz, when it thinks the program doesnt demand that much cpu power. You should be good to go after that. PS. just keep in mind that when you disable speedstep, your cpu will run at a constant 3.5ghz @ all times. So your power consumption will be a little higher, and cpu will run a little hotter.

you can also google > speedstep stutter games to find more info.

i just tried doing this and it didn't seem to help at all cu slie it doesn't make sense when i play planetside 2 ( a far more demanding game) it runs fine but when i play counter strike it craps out

what i mean by choppy is that the frames stutter i have tried reinstalling the individual games and it didn't seem to work at all

My theory was either than vsync is off, so on these better optimized games your FPS runs around like crazy and goes really high, while PS2 is much more stable FPS bcause the efficiency on it sucks and your framerate is just always bad, but a more stable bad. Vsync will cap your FPS to the monitor refresh so games that can go way higher in FPS will stay much more steady. My other thought would have been the speed step issue downclocking your CPU so it creates choppiness when your CPU slows down for a second.
Another theory is just that something is going on in the background and your computer is getting bogged down and so the game gets laggy.. Although it should have no bearing on a game that is already loaded and playing, when Windows has issues with something on a hard drive then the whole computer will bog down.

It is definitely not the GPU that is causing the issue, it doesnt even look like rendering lag from a bogged down GPU. you have something else taking up all your CPU cycles.

Run the game with your task manager open on the processes page and look at what is at 100% load. Either that your your CPU is stepping down in speed even though you think it is not. Notice how when you click out of the game Window the game runs at a constant and unmoving 18fps?

But no, Planetside 2 doesnt run smooth at all. It is lagging with the same frequency as CS was just not to the same extent cause the FPS is already sucky to begin with. I dont know how you can play with that double frame drop once every second and call it smooth as silk.
And you really need to check that vertical sync box.

on my screen planet side was running smooth and it didn't have the problems on csgo. the double frame skip on planetside 2 might jsu tbe the video cus i used twitch to record it. um but with CSGO u can clearly see it on the bottom right where the fps is thats its stuttering a lot

i only see Radeon not intel
