I'm looking for something completely passively cooled (preferably sealed so that dust can never get inside), roughly the size of a Mac Mini, and $500 or less. Core i3 class hardware should be plenty.

Mainly for CPU-based decoding of HD video (hardware decoding is extremely limited in format support, unfortunately - for example, I don't think there's any hardware acceleration for MPEG-TS), along with casual web surfing.
