The taskbar is not working correctly

I have windows 7 Ultimate and up until yesterday everything worked fine. But after installing the sims 1 complete collection, my taskbar has been acting weird. For rig specs check out my sig under Black Beauty, current monitor resolution is 5760x1080.

Ok so here are the symptoms.
The taskbar is no longer at the bottom of the screen, its stuck at the top, or at least I thought until I tried dragging it somewhere else. I can sort of drag it where I want it, only sort of. If I attempt to take it to the bottom of the screen it forces itself onto the right and stretched out across almost one whole monitor. I can resize it, but it still covers programs and shortcuts. When its on top, it covers the x and the bar you can grab the program with so you have to ctrl+alt+delete to close anything.
Next up is that windows believes the taskbar is on the bottom, when you maximize a program, it has the taskbar cut out on the bottom, but its on the top, covering vital stuff. Also sometimes the taskbar just dissapears. You also cannot go into properties and force it anywhere, it just causes any open program to shift, and it stays wherever it currently is.
All the buttons on the taskbar still work, though the right-click menu is off to the side (it was before, problem with multiple monitors I guess).
Oh and another thing is, depending on where you've dragged the taskbar (either the top of the middle monitor, or the side of the left one, goes nowhere else) changes what happens when you maximize a program.

I've done multiple resets, ran virus scan (though that shouldn't be the problem in the first place, game that broke it was installed by disk), and tried several things to force it to the bottom of the screen.

Whenever the taskbar starts acting weird, I just open Task Manager, end the 'explorer.exe' process, open the File menu and click on 'Run new task', and type in 'explorer.exe' and click on 'OK' and then the taskbar looks and works as usual. However, you said that you already restarted your computer, so that should have worked too. thinking.gif Yeah, sorry, I can't think of anything else that would solve the problem redface.gif. Hope somebody else can help if my above solution doesn't work.
