Faulty PSU?

I have an issue with starting my computer. The only way to get it to boot is to press the power button, then hold it down to power it down, then turn it sideways, then turn it on. It wont work if you don't try it upright before turning it sideways. When it does one of it's "false boots", the CPU fan spins up to max RPM and stays there. Apparently this could be due to the BIOS not giving any instructions on booting. Weird issue, I know.
I believe it could be due to either a faulty/underpowered PSU, or the CPU is faulty, but I don't want to replace them both of course.
Important Specs:
CPU: AMD Phenom X4 9950 (Interesting story, I got this used for £40 off eBay, and it arrived in bubblewrap, no box, as it was used. This is why I think it could be the issue)
PSU: Codegen 400W Power Supply (This, the case, and the CD Drive are the only remnants of the original computer. Everything else has been upgraded over time. This makes it about 6 years old.)
GPU: Sapphire Radeon HD4650 512MB PCI-E
Motherboard: Gigabyte GA-M68M-S2P. (Listed as not compatible with the processor, but only officially)

Your PSU is horrible so you sould replace it even if its not the problem
