Sharing programs and files across installations

Was trying to find this online to no avail.
Anybody know of any way to share your user directories, and any way of sharing your programs across windows installations on the same machine?
It doesn't have to be like sharing the program it could be like - you install a program on one and it prompts you to install it on the other or something.
I know you can achieve this with windows domain name services, however I am looking for a localized solution.

I use allmyapps to quickly install all the applications I lost from a clean install of windows


Maybe it could be helpful in your situation, it is a little wonky, but I haven't been able to find a better applicaiton as of yet.
