(Effective clock) * [(Bus Width) / 8] = Memory Bandwidth

If you wanna get technical, GDDR5 is quad-pumped, so a 256 bit bus can only utilize 1024MB at a time, and a 384 bit bus can only utilize 1536MB at a time. Smaller bus means you move stuff in smaller chuncks, larger busses you move more stuff parallel to more chips i.e. you get faster maximum through put for the same clocks. In other words 384bits are faster only when you use the same ram-chips so a 256 bit bus can mach or surpass the 384 bit bus with slower chips.

What exactly do you mean by "same chips" and "slower chips" ?

The effective clock of the ram chips which if you look at the 7970 its 5.5 GHz i believe and the 770 is 7.0 GHz

You can easily get 7.0GHz on a 7970. And bandwidth is still a heck of a lot lower.

When it come to overclocking 7970 from what I've read (My opinion) its prety much the luck of the draw some time they will overclock good and other times they will have a hard times getting a stable overclock. and on top of that the GTX 770 can easily overclocked to 8 GHz.

And with that I'm done the OP did ask not to start a fan war i gave my opinion and backed it up with facts. I do prefer nvidia over radion due to better driver support (quality over quantity) and i stayed within the OPs budget of $500.
