power supply causing problems?

My friends computer wont start it starts up for a couple of secounds then shuts of and when nothing is on you can hear a faint buzzing sound from the PSU he is using a 20pin psu in a 24pin mb been doing that for over a year allready so maybe the psu is dieing and hasn't got the power to start up? any ideas if it could be anything else?

What about having a cooler on the CPU? Sounds like that, most definely.

cooler is stock....but he hasn't had a problem with it this far his temps when I last saw them was the load maybe 40-45....I could try resetting it tomorrow though

excuse the early bump...but I tried another PSU OCZ powerstream 520w now it wont even start no error code or anything not even a Led on the mb lights up suspecting bad mb.... gonna try setting it up outside the case to see if I can get it boting
