What to upgrade or just overclock

Here is my current rig:

Intel Core i5 655K
RAM
CORSAIR XMS3 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600

Windows 7
Motherboard
ASUS P7P55 LX LGA 1156 Intel P55 ATX Intel Motherboard

I use my computer for basically everything. I game on it with games like Bioshock, WOW/Rift, Dragon Age 2, and I tried The Witcher 2 but it was a little slow with decent graphics settings. I also use it for some light CAD work for school and pleasure using AutoCAD and Inventor. It is a media storage computer.

I was thinking about upgrading to a newer CPU and MOBO but can't really afford much as I will also be building a new case which will have a custom water cooling loop. What would you suggest in terms of a cheaper upgrade around $200-$250 or would just overclocking my cpu be enough. For that matter will my PSU be strong enough to overclock as I also have 3HDDs (I know I need more power for WC but am looking for a more imediate solution)? It doesn't have to be CPU and MOBO any upgrade suggestions are welcomed and I don't care if it is AMD,Intel,Nvidia,ATI as long as it will increase performance and is a reliable product.

Ok so a new GPU it is then, any suggestions on a specific model and brand?Also, will my PCI-E 2.0 ports be a problem with the newer cards that support 3.0. I know they will still work but will it be a bottleneck for the new card? Thanks so far guys.

PCI will be no problem, and like others have said, get the best value card in your price bracket. This, if you can stretch a little:
