Unless the OP is gaming with a 1024x768 screen, that 7870 would be ok for his setup.

Granted benchmarks will show a lower score when compared to modern quad-cores paired with the 7870, but he'll still get decent enough FPS.

Later he/she can upgrade to a newer foundation.

Holding off the purchase of a GPU (like the 7870) to enhance your gaming experience because 'your CPU will bottleneck it and should upgrade it first' is highly overrated.
I have had even worse cpu (Athlon II x2 @ 3.9GHz) and bought the HD 7850 first and I don't regret it. I could play most of the games without problems, though I had bottlenecks.

One last noob question. You mentionned my cpu will bottleneck my gpu. My cpu is currently oc to 3,0 due to my stock cooler. Would changing my cooler and OCing my cpu higher to somewhere around 3.4 reduced the bottleneck of the gpu.????

Any speed increase on that CPU would certainly help, but to be honest, it will entirely depend on the game itself how much of a performance increase. In some it might not help at all.

3GHz for the X3 is good enough, no need to spend more money on it for a very small fps bump depending on the title. Save your cash for an upcoming CPU/Mobo upgrade.
