I for one. Really all PS3 players hail The last of us as some graphical marvel but in reality its not that good looking when compared with state of the art PC games. Its pretty for a PS3 game that's about it. Assuming it was properly optimized for PC it would not take anywhere near a Titan to run it @ 60FPS even with 2560x1600. Comparing it to game like FarCry 3, Crysis 3 and Metro: LL is foolish to say the least.
In order to bring The last of us up to the same level as the above mentioned you would have to do at least the following.
Increase texture resolution a lot.
Implement high resolution soft shadows.
Increase the amount of dynamic lights/shadows
Implement high precision ambient occlusion
Proper high quality AA
Bokeh depth of field
object-based motion blur
Real time reflection
More objects/clutter in the environment
And even after all the it would be very apparent from the level design that it was designed for an old console.
