Can I normalize individual audio sources from programs with hardware or software?

I stream quite a bit on twitch and a loud game, quite mic. So the idea popped into my head about normalizing Ventrilo so quite people are louder and loud people are quieter. I just want the game to be louder at certain points and quite at certain points while keeping my mic volume noticeable and clear through the game. I can find a way to make anything work unless I can't afford it right now, if its even possible.

I found some different ideas all that made this more complicated. So now I'm looking for a way to boost my mic. Using the raw volume on it winds up with more noise than I can deal with for my purposes.
