That's assuming said users are incapable of just going to minecraft.net and getting it there, which isn't the case.
Sure, a lot of people love steam and refuse to buy anything elsewhere, but just as many hate it and won't use it at all. In truth, the majority
of users don't really care terribly much either way as long as they can get the games they want for a reasonable price without jumping through too many hoops.
Considering Valve takes a (what is it... 30%?) cut of the profits, Mojang can afford to lose 30% of its steam-using potential buyers, which is probably more than they are actually losing by not offering it on steam, which means they're probably saving money by doing it this way.
Even if it turns out that they're just breaking even compared to selling on steam, or even taking a small profit hit, they are building a great Anti-DRM reputation which is far more valuable than a few lost sales for a company that is already literally swimming in their profit margins.
