Home Storage Network Drive Setup Question?

I was wondering how I would use an external hard drive, connect it to my pc, and then be able to access it over the network to store files from other computers, phones, or anything else that can be connected through wifi? Is it easy to set up?

Edit: is it as easy as just setting up a network drive on win7 and then network it to your other devices?

Is it possible to map your laptop's primary hdd to the network and you can store and read files with whoever is on the network?

1. Set external drive's partition letter manually via Disk Management (right-click Computer, Manage) so that the letter sticks after reboot. Z is a good example.
2. Set Windows sharing/permission options for Z. Understand the risk of allowing write access to your drive on a network.
3. Map the shared partition on your laptop or whatever client computer you want to access Z. I think clients need to be in the same workgroup/homegroup as server.

Sharing an active partition like a laptop's OS drive is doable but not recommended.
