It would also kill Steam Sales. There's a reason why Steam has these sales, it's a incentive to Publishers that the game cannot be re-sold, thus the Publishers are willing to put the game on sale.

Oh its definitely possible. they just wouldn't be that much cheaper than new games and there would be a limit to how low someone could sell the game.
Publisher would have an absolute minimum price on their games (kinda like the steam deals). Then add in a percentage that steam would take. so publisher minimum + steam's cut would be the minimum price you could set on the game. then the seller would add in some on top of that to put some money in their steam wallet.
so they would basically sell a new game, and take away the game from the seller. this way the seller is happy they get some money back, steam and publisher are happy, and the buyer is happy.
everyone is happy.
plus it would put some money into the user's steam account, so they would be more likely to buy a game. and steam just sold another game.
