Reapply thermal paste, use a minimal amount. I think Intel puts too much on the stock heatsink.

I have a u9b se2 92mm noctua cooler. For like a month I was OCed to 4.3ghz and THE FAN WAS NEVER ON. Computer never crashed or throttled.

It's been well established that even stock speed Haswell chips will get very hot when run on the stock cooler, especially when running Prime95. Ditch the stock cooler and get something like the Hyper 212 EVO. The Intel boxed heatsink is completely inadequate for extreme loads like Prime95, but there is no need to spend $100 on a cooler for a stock speed chip.

Haswell with Avx2 linpack on 30c ambients hits 100c with silver arrow for me on stock settings (3.7ghz four core turbo, 1.127vcore) which is 70c above ambient.

Cinebench and x264 top out at about 25-30c above ambient, so don't judge haswell on prime/ibt avx temps.

If you do have the 4770 non K (no overclocking) and are happy with the loudness of the stock cooler then this is borderline fine - you are a couple of degrees from throttling which will drop your clockspeed down for a moment for the temps to recover.

In a normal workload it is unlikely (though not impossible) you will see such high temps, you could try encoding a video file for example.

I have no doubt though that thing is loud as hell, and a cheap yet larger aftermarket CPU cooler would help will help with that.
