HD4670 with accelero l2 pro hits 105C

Well here's the deal OCN

the following temperatures are in celsius
My 5670 which had the accelero died, and i had to downgrade to a 4670, which was too loud, so i put the accelero on it.

The pcb of the 4670 had some rubber spacers glued on there, which prevented the accelero making contact with the chip, so I......scalpeled them off....(it works though, didnt cut any lines, and triple checked if they were obstructing)

The 5670- no problems, idled around 55, load about 75
The 4670- idles around 50, loads about 105 (didnt wait for it to stabilize, it probably would have hit 110 and bluescreen)

I tried putting the fan on 7V and 12V, same problem.
The stock cooler did a better job of cooling it. The chips and volt regulators were cooled by ambiance before this. they had no contact with the aluminium.
What happened.

The card is running stock clocks @ 1.25V

Reseat the cooler and try to undervolt the card

Tried reseating it before, pretty sure its fine
Wont undervolting require me to declock aswell to avoid crashes?
