New tech + low frequency + low voltage = cool temps. This is all possible. Take any one of your current cpu's, dial it down to 1.8ghz and the appropriate low/stable voltage. Prime95 it a few hours and report back your temps.

I bet they don't exceed 35C.

Hell, my i5 ivy at 3.8 and a wimpy cooler stays in the 40's gaming and upepr 50's in Prime. Doesn't AMD report cooler temps than intel too?

The cell processor was definitely cutting edge at time of release, even if the rsx was less so, it was still relatively more powerful at the time than the PS4 gpu.
