I run my rig at 43 potatohertz. It always smells great in here.

No sir, its a Sony game. I highly doubt Xbox will ever receive a whiff of this game.

I also doubt 16GB DDR3 1866, i5-2320, and a HD 7950 is far from a potato.

Im also not the only one experiencing this problem. There's lots of people out there that have systems that are even better then mine and are having the same issues. Yet on the flip side some people with weaker hardware are actually getting better framerates.
Not trying to be hostile or anything. Its just whenever I see an PS2 update without optimization fixes I get rather sad on in the inside, cause I really want to play this game, but for the simple fact that runs like flowing molasses in the middle of a freezing winter I avoid it. Saying that, the low frame rates also effect my performance on how I play(ed).

That's really strange then. Have you had a lot of GUs where you didn't delete the UserOptions.ini file?

What I would suggest is delete the files here and then try the guide again. At every GU it is recommended to delete the UserOptions.ini file so you can avoid performance issues and if the issues are too extreme it is recommended to delete all the files listed. Do that and bring us the results even though I am suspicious about your CPU. I think it's too weak for this game since this game is heavily CPU bound, in that case max out all the GPU settings listed on the guide and minimize all the CPU settings (maybe even turning shadows to off instead of just low) and see what happens then.
