Turbo Boost not working on my i7, need some advice?

Hello guys! So ATM i have two pcs. My main gaming one is my sig rig, but before that i used a prebuilt hp that i upgraded with a new psu and gpu. Here's the stock specs of the prebuilt - http://h10025.www1.hp.com/ewfrf/wc/document?docname=c02901736&cc=us&dlc=en&lc=en&product=5109912#N1463

Besides those specs, i upgraded the psu to an antec EA-650 Green, and the gpu to a Nvidia Geforce model gtx 560ti. The cpu is an i7 2600S @ 2.8 ghz with a supposed 3.8 ghz turbo boost. Even on the product specs page on newegg and hp, it says that it has that turbo boost. I've ran games, and prime95 while monitoring the load, temps, and core clock with realtemp and cpuz. Whenever i test the cpu load is 100% on both programs, but the clock stays solid at 2.8-9. Once while just browsing the pc on the internet i saw the clock go to 3.4 for some reason. I've messed with the power settings going from performance to balanced mode several times with no effect. Also i attempted to update the bios, which actually bricked the pc... and i sent it back to hp where they replaced the mobo, and returned it. The turbo boost still does not work. We also wrote a note to hp saying this, and got nothing back. I've browsed the internet for hours and tried countless fixes, and nothing seems to work. This is pretty important to me because i am looking to use this pc as a dedicated streaming pc, which if you did not know is weighted heavelly on cpu power. Anything would rock guys thakns!!

Sorry for the skim reading;
You need to the set the multi of each individual core for tubo to work correctly.
Enable all power saving features.

I can't find the exact thread but I remember reading a thread from a user with a similar problem. I think for them, the problem was related to the motherboard. Some of the cheaper motherboards (which I'm assuming yours probably is given that it's a pre-built HP) don't allow you to overclock the processor. The motherboard may see the turbo boost as an overclock and not support it. If you changed any settings in the BIOS, I would try resetting everything to default and auto. You might be able to find more information if you search for your exact motherboard.

Run RealTemp and open up the Settings / Options window. Make sure the Disable Turbo feature is not checked.

If that is OK then run a quick XS Benchmark and watch what the multiplier is reported as. Post a screenshot of that half way through a benchmark.

The 2600S will disable Turbo Boost if it reaches its TDP limit but it should be showing lots of Turbo Boost during this light duty, single threaded stress test.

If you right click on the system tray temperature icon you can open up the Power Limits window to see if your Turbo Power Limits were set up correctly by the bios. This feature is available in the T|I Edition below.

Thanks guys! il give both those options a run later tonight. Also bradley how do i reach my bios? So with my model during boot the only hotkey to open anything is escape. i press escape and it runs hp diagnostics, but i cant find the bios. There is an option that says run uefi bios, but when i click that nothing happens. Ideas?

So with my model during boot the only hotkey to open anything is escape. i press escape and it runs hp diagnostics, but i cant find the bios. There is an option that says run uefi bios, but when i click that nothing happens. Ideas?
