Is my mb limited me from reaching 4.ghz?

I now have a seasonic 80+ gold psu, i have a very good cpu cooler, but because i am disapointed with the noise i have bought me a Thermalright True Spirit 140, my cpu is an i7 870 and a Asus P7H55 mb, i know i can oc it 3.520 ghz 100% stable, i just wanna know if it's my mb that can't let me oc to 4ghz?

I am not gonna oc at the moment because i have gone back to std setting although ram is running at 1600mhz and not as standard 1333mhz, temperatures are normal and i don't miss any more cpu power, not even when i play games like crysis.

What model of Seasonic PSU? Is your mobo the Pro version?

Seasonic G-650 no it's a standard P7H55
