Is My Mouse The Cause Of This Issue?

I just quickly made a 2 min video. My borders keep popping in and out, extremely difficult to watch anything as it's so distracting.

Anyone know what the issue is?

Try watching it with the mouse unplugged? See if it continues?

Hmm the issue still exists; however I've noticed something interesting.

In the previous ver, HTML4 I turned off "Hardware Acceleration" by right clicking the youtube videos, that made it stop.

With HTML5 I don't have the option to do that.

Hmm firefox seems to have no issue with this. Youtube works fine.

Why does this problem persist with Chrome though I wonder?
