New Rig - need opinions and help!

Hello folks.. I'm back to help my friend build a new PC for gaming purposes.

I haven't started looking too deeply into things and prices as of late, but am wondering if any of you have a good build I can start off of or even use fully down the road.

Criteria:
My buddy is looking for a new gaming PC with a budget of 1200-1400 dollars.
Things that need to be included apart from the PC are: Two monitors - the first being primarily the one he games on. The second monitor doesn't have to be nearly as good as he wants it mostly for utility.
He would also like a keyboard, but I told him if it takes too much $$$ away from the computer itself, I won't be speccing it out or asking for help with a keyboard. I personally use a Ducky Shine II which has worked great, but could be a bit steep for this rig (keyboard is $200)..

Anyways, any help at all would be greatly appreciated. I'm going to start speccing some stuff out as I type.

He'll be playing games like WoW, LoL, Dota2... most MMO's and MOBA's. We occasionally play SC2 together, but not much.

Then a plethora of steam games varying from Assassins Creed 3 to Binding of Isaac.
