CPU reduces multiplier at stock speeds

For a good few months now I have had my AMD A10-5800K at a stable 4.2GHz overclock, I cant push it any further because of my motherboard lowers the clocks to reduce power draw, but in the past few days since I bought a GT 240 for Hybrid PhysX I have been unable to maintain a stable overclock as the CPU immediately reduces its multiplier when under full load. I cleared the CMOS back to its defaults and ran Prime95 again and the CPU is still slowing itself down even at stock speeds.
This slowdown had rendered demanding games such as Borderlands 2 unplayable because of the bottleneck between the CPU, the GPU and the PPU.

I have determined that it is not the Hybrid PhysX causing it because I removed the NVIDIA card from my system and uninstalled the drivers and the slowdown was still present. Any suggestions as to what is causing this would be appreciated.

How are your core temps. Is it possible it's throttling due to overly high temps?

Thanks for the response, I'll give it a read.
I'll collect some temp values when I'm back home although overheating has never been an issue, I have two 240mm, two 120mm fans all exhausting and an Arctic Solutions Freezer 13 which is rated up to 200W TDP, the A10-5800K had a 100W TDP.

The CPU does seem to be having temperature issues, it's reducing its multiplier to keep its temp at 70C under "full load" and fluctuating from 35C down to 17C while idle, as reported by HWiNFO64.
The idle temp continues to drop gradually until it levels out at 1.8C with frequent spikes to 7C.
Obviously something isn't functioning correctly as temp swings from 1C to 35C and back again in a few seconds doesn't seem kosher to me.
What could be the problem?

Could the problem be faulty temp sensors on the motherboard? because the CPU heat sink is ice cold when the CPU is apparently running at "70C" and disabling the fan smart target doesn't effect the speed at which the temp changes.

It's a remote possibility that the temp sensors are bad but more probably is that the program your using does not know how to read your
sensor chip correctly. Try a different program and see what it returns. Also if your running windows 7 or 8 the temp and multiplier will fluctuate depending on how windows is scheduling core time for various tasks. I run an Athlon II x4 on an MSI 990FXA GD80v2 and the mulitplier does fluctuate even when seemingly at idle. Background tasks can make this happen and it is quite normal and is a power saving method. If you want full speed operation at all times disable the AUTO function on the multiplier in the bios and set it to an appropriate number.

Check to make absolutely certain that your heat sink is making perfect contact with your cpu.

Also a question. Did your motherboard come with MSI's control center utility?

When I first bought this CPU I used CPU-Z to read the temps and loads, but CPU-Z never gave accurate figure so I moved to HWiNFO when another user suggested it, because they also had an A10-5800K.
HWiNFO does accurately monitor the CPU or it has done for months and now has just decided to stop working.

The cooler is making full contact with the CPU, that was one of the first things I checked.
I'm running Windows 8 Pro x64, and yes the mobo came with MSI control centre on the driver disc although it isn't installed.
I know the CPU will automatically lower its clocks when not under load, its great for keeping the CPU cool and lowering the power usage. My problem is that the multiplier reduces when under full load.

I used HWiNFO to log some values while running Prime96's In-Place Large FFTs test and the Power OUT is extremely erratic on VR1.

*EDIT* These values were taken with the UEFI settings at stock with the exception of Intel XMP being enabled and Spread Spectrum being disabled (it defaults to Enabled on my mobo for some reason)

I'd go ahead and install control center and click bios II. It will give you access to bios setting on the desktop as well as temp and voltage info.
I have it installed here and it is useful. I do have one other question is your CPU fan ramping up in speed as temps rise? As to the bios CPU fan target speed I found that setting it to a lower temp caused the cpu fan to ramp up faster. Of course that was before I put in a water cooler.

Yes wen the smart target was enabled the fan would change its RPM accordingly, I disabled the smart target so the fan would ramp up to its max to see if it would slow down the drastic increase in temp, but it didn't.

About the only thing I can suggest at this point is try a different CPU cooler. Could be that one of the heat pipes has a crack or some other very small opening in it rendering it useless. Try the cooler master hyper 212 EVO. It's very highly recommended here in the forums. And it's not very expensive.
