Qnix QX2710 1440p LED monitor currently running @60Hz

Asus Maximus V Formula
G.Skill Sniper 1600Mhz 2x4 GB
Corsair H100i in push/pull (SP 120 HP Fans)
Corsair TX750 V2 PSU
NZXT Switch 810 Case
Sapphire HD 7950 Vapor-X Boost
Another 7950 Vapor X on its way for Crossfire

I finally received my 1st 7950 Vapor X boost card last night. Installed it on my system with the latest 13.6 Beta 2 drivers and CAP Profiles. I then tried running Unigine Heaven Benchmark 4.0 but noticed too much lag even though I reduced the resolution to 1080p on my 1440p monitor. To my surprise, the clock speed of the card was only running at 810-850 Mhz instead of 950. I then ran Sleeping Dogs but noticed the same clock speed and the GPU usage was not consistent. There were too much dips in the usage graph. I later increased the power limit to +20% from the MSI Afterburner and the Clock speed then remained stable with the GPU usage too. However, there is still lag on Unigine Heaven Benchmark 4.0 but I don't experience any such issues with Sleeping Dogs game. Any ideas guys?

I am new to AMD cards. So not really aware of the third party tools to be used here. I have always stayed with Nvidia. Please assist. My 2nd 7950 Vapor X will arrive in another 2-3 days.
Please let me know if you guys face the same issues with Heaven 4.0? And do you guys recommend any other apps for using it with AMD cards such as RadeonPro, etc.
