GTX Titan reporting PCI-E x16 1.1 @ PCI-E x16 1.1 in GPU-Z on Win 8.1

I leave HWiNFO64 running 24/7 just in case I want to check max CPU temps or voltage. Today when I scrolled through the values I noticed that my max PCI-E link speed never went above 2.500 Gbps even after playing Crysis 3. I downloaded GPU-Z 0.7.2 to confirm. It showed PCI-E 1.1 x16 @ x16 1.1.

I expect my link speed to drop to 2.5 Gbps for power saving, but have confirmed, at least in past installations of Windows 8, that it does jump to 8 Gbps under load. Under the ExtremeHD preset in Valley I get 74 fps. This is pretty close to what Titans are getting in the official Valley thread, but perhaps on the low side. My specs are:

GTX Titan @ 1163/3326 1.187v with TI BIOS that disables boost 2.0
4.5GHz 3770k
Maximus V Gene
16GB DDR3 1866

I was originally running driver 326.19 but did a clean install to 326.01 after I discovered the problem. At the desktop after restart I have 59 processes running and texture filtering quality set to "high performance" for Valley in Nvidia Inspector. Intel HD Graphics are disabled. Intel chipset drivers and my motherboard BIOS are updated. I've also tried setting PCI-E speed to gen3 in the BIOS.

Performance wise it doesn't seem like I'm losing much if any, but two programs report my PCI-E speed as being incorrect and I'd like to know if it actually is running at lower speeds. Is anyone running Windows 8.1 (or the same driver) and a Nvidia card to compare? I know 8.1 is a beta, I'm just curious if it is the cause. Thanks in advance smile.gif

Running GPUz's built render tool has no effect with 99% GPU usage.
