CPU multiplier/ratio not working

I've spent the last two weeks researching this problem and have literally gotten no where in the way of progress. Found a lot of good info and sadly none of the solutions I read helped at all.

So essentially, got a new board and chip and began overclocking few days after the computer was up and running smoothly. It's at this point I realized the multiplier and core speed weren't exceeding 35 & 3.5GHz. The board is an Asus p8z77-v pro/thunderbolt and chip is a i7 3770K. After checking my BIOS settings I found the following: Applying any combination of power/OC/chip settings; although while actually saving the settings in the BIOS, yields no results when booting into the OS.

Once booted up and opening up CPU-Z/prime 95, the core speed and multiplier at full load just calmly sit at 3.5GHz and 35. Double check the bios, it says core multiplier should be 42, 38, 44, or even 50 and once in windows at full load it just sits at 35 regardless what BIOS is set at. There is a section under the advanced tab for CPU that lists some specs and toward the bottom is says CPU Ratio Range: 16 - 35 and Current CPU Ratio: 35.

I suspect this may have something to do with my problem although I have found no way to alter or adjust it. Second thing I noticed is when selecting DEFAULT(F5) values for BIOS and rebooting, the system will start up for 3 - 5 seconds, no POST then shutdown and restart again.. does this approx 3 times before it will POST. Upon checking BIOS at this time the OC settings decide to pick themselves instead of what should be defaults, bclk will be @ 103, cores at 41, and still no change in windows. What stops BIOS from booting with default settings and using OC settings that don't function anyway? Assuming that's related.

So far besides playing with all the BIOS settings, I've tried updating the BIOS to several different versions, Flashing BIOS with AMIFlash tool, Flashing BIOS with FTK, Flashing ME with FTK as well as changing ME versions around to 8.0 and 8.1, Tried using a different known good chip, a i7 2700K which OCs just fine in a different board but not here, and resetting CMOS.

I'm fresh out of ideas so figured I'd reach out and see if anyone had any additional insight. Did I miss something or is this just a bad board?

IF resetting the BIOS dont do the trick and you tried it with a different proc and still the same, I say RMA board? I think the problem is the bios chip itself...
