Haswell doesn't need better cooling. Just runs hotter.
Haswell actually produces less heat than the SB, just the heatspreaded is less effective transfering it.
And no, that is not "the same thing".
A "thick" 120mm should be ok for the 7950. 140 rads are "better", but harder to pair with good for the job fans, and not so easy to find a good spot for them in many cases.
