Serious FPS Drops ONLY In Mafia 2 - GTX TITAN

Hey guys! So I got my new rig a few months back and all games have run flawlessly, maxed out, no issues. But today I installed Mafia 2 from Steam and I get FPS drops to 1 fps for about a second every minute or so. I usually get 70+fps on that game, I ran the benchmark.

My temps are fine, and I have nothing overclocked.
CPU: Idle: 24-30
Load: 45-55

GPU: Idle: 20-34
Load: 77-79 (Perfectly normal for my card)

i7 3770k
GTX Titan
16GB Corsair Vengeance
Windows 7 Enterprise 64-bit

I have run Prime95,memtest and IntelBurnIn each overnight with ZERO errors.

I am using Microsoft Security Essentials, no other antivurus/malware software. (Minimal application use while gaming)

This is very frustrating, I just finished playing Sleeping Dogs (excellent game) without a single drop, but Mafia 2 has these drops to 1-2 fps then straight back to normal as I said.

The drivers I am running are 314.09 because I fear to update to the latest due to them being really dodgy and giving me artifacts in Battlefield 3, as well as being not the best of drivers.

I have 95% FREE SPACE on my HDD that I am running the game from, only %5 is used. I am running the OS from a 240GB ssd which again is only %25 used space. (I just reformatted my pc)

ANY Help is so much appreciated, sorry for the long post, I tried not to miss any info. If I have forgotten anything please tell me and I will provide it immediately.

I had the game as well at the time i had a 5770 and that was happening to me as well and  what helped me out was putting on vsync.

Yeah I have Vsync on. I am using a 120Hz monitor.

Run the game at 60Hz. That engine has issues at higher refresh rates in my experience - not exactly what you're describing, but a lot of stutter. 60Hz V-Synced should be fine. I had no issues with Mafia 2 testing on SLI or single GTX 780s (320.11). A sustained 60fps is going to be better than fluctuating from ~70-90fps anyway.

Using 16x HQAF and 4x SGSSAA at 1920x1080, there were only a couple of places where the framerate ever dropped below 60fps on a single 780 - the Titan would have probably been perfect.
