It's basically a replacement game engine for Morrowind. More mod-ability is a focus of OpenMW. So modders will be able to make new mods that weren't possible with the original engine. But it's not just a developer thing though since you'll need OpenMW to run said mods. As far as graphics are concerned, you get more modern looking water and more modern rendering in general with things like dynamic shadows and proper bump map support.
