is 2133 ram with higher timings better than 1600 ram?

I can often see 1600 ram at about 9-9-9 and 2133 ram at 10-12-12. Doesn't this mean the 1600 ram is better?

The program, benchmark, or game dictates that. Having faster ram along with tighter timings will obviously offer the best solution.

I have had the best performance out of my 2133MHz with, I believe, 9-10-9-28 timings. I previously used 1600MHz with 7-7-7-?. Sorry, I don't have the information in front of me. My tests were not based on gaming, but based on winrar performance. The difference was minimal.
