Why does my card randomly increase in temperature?

For the past several days, ive been experiencing random gpu temp jumps from out of the blue. I would be browsing the web and hear my gpu fans kick up in speed. I've tried to do a system restore since this issue has been exclusive tot he past several days, but I keep receiving a message that system restore could not start.

Update drivers,or reseat heatsink or disable gpu acceleration of web browser

i've narrowed down the issue to a program called shell.exe and i have no clue what it is. but everytime the program is running it causes the gpu temp to rise until i close it in the resource monitor.
