Unless you are planning on running SLI in the future, which I am assuming no since you have a mini ITX MoBo and a Prodigy (love that case btw) then you could go with the 650W, there is really no need if you do not SLI though. That SeaSonic PSU is on a real huge sale though, that is pretty awesome, but the 450-M is still ten bucks cheaper and just as good. Cheers.
On the build, have you thought about adding a SSD into the mix for the OS at least? In that price range I think that it would be worthwhile and it will help with performance. There are a lot of good SSD's at the 128GB range for around $100, that way, you could throw some games on there (if you use Steam especially) and that will help with the performance of the system overall, plus, it will boot super fast.
