If you log into the router/modem you should be able to see some line stats.
If the 'sync speed' isn't even 768, there's no chance you'll even get half of what you're paying for.

Personally, the argument of +$10/m for 30x more performance kind of sells itself..

You could try easy things like using another phone cable (or making sure the existing one still isn't all bunched up and twist tied together, that can drop your sync to sub 1 mbit levels by itself).

If you post up the line stats we can give you a more direct critiquing.

To them, that would be close enough. If you have the patience and the time, call and complain until they do something about it. Tell them you will contact the BBB and file a formal complaint of unfair customer treatment unless they offer you better speeds closer to what you are supposed to be paying for. A lot of times, well, some of the times, the irate customer tactic works out and you get a free upgrade.

With your DL and UL being almost identical though, it makes me think there is throttling going on at the modem.

I have the same issue with CableOne at times. I live in the city, which was promised 50Mbps 24/7 no matter what. Only catch, 50-100GB cap per month and $0.25 a GB after that. Well everything was fine and dandy until my ex fires up Netflix and we get throttled down to roughly 7-9Mbps then stays that way even though im no where near my cap, took 2 weeks to get it resolved and they still throttle me to this day. Im locked into a contract and pay roughly $75 a month for crappy cable internet and like you, they're the only provider that doesnt have stupid 5-15GB caps at even worse speeds.

But im agreeing with everyone else, I would definitely do something about your situation. Thats just ridiculous.
