Good old ALT-RETURN a few times or ALT-TAB can sometimes change these settings

as far as I have checked all graphics settings in games are the same as I have set original. And it does it in every game I play. It seems the worst in any Assassins Creed game. But I get the tearing in anything I turn on.

I understand that it is normal to tear with it off. especially if I go above the monitors refresh rate. However, I seem to be getting it regardless of whether I am above or below the refresh rate of the display.

I understand the idea behind #2. However, the games that seem capped now I know for a fact have jumped above 60fps in the past. Especially CS:GO and and older title like DoD.
