Under multi-gpu scenarios, one card acts as the master. The other GPU will always be higher as it's schedule would be tasked with very few processes where all it needs to do is receive, calculate, and report. The master card will need more cache buffer to communicate between the PCI-E/CPU/and multiple frames. The master card would also have more VRAM usage as well.

So it doesn't matter if GPU2 is the master?

GPU1 is probably the master card. It should have a buffer in place as it is taking on significantly more tasks then the slave. That's my understanding of what would happen with the master card's scheduler. You notice it whenever you stress your CPU to it's max during a stress test and then go off and browse the internet or something. The CPU will not use 99-100% but rather 85-96ish %.
