To reiterate, it's not a problem of a slow connection that causes my video to buffer while it's loading. My internet is good enough that most videos load in seconds, even in HD. The problem seems to effect all videos, but only on Chrome, Firefox doesn't seem to be effected. I'll just get these weird short skips, very subtle but still frustratingly noticable. Every 5 to 10 seconds or so, just a tiny skip or stutter, sometimes the sound is effected too but it's usually just the image.

I've tried toggling the "GPU hardware acceleration" in Chrome's "flags" settings, because I remember hearing that can cause issues, but it doesn't seem to have changed anything. Anyone have any ideas/tips as to what might help fix or diagnose this problem?
